There isn't a rule against applying for a credit card while one is receiving Supplemental Security Income (SSI). However, SSI is reserved for Americans who are 65 years or older and are living on very low incomes, so the likelihood of receiving a credit card with a high limit or gaining a card from a reputable company may be difficult.
