If you live in a neighborhood with multi-million dollar homes, then, yes, a vinyl picket fence might fall on the "tacky" side of things. Look around--what are other people using for their fences? If they have fine brick, wood or stone walls that look new and well-maintained, don't choose vinyl.
On the Other: A Vinyl Fence May be an Improvement
Do your neighbors have rusty chain link or rotting, falling-down wood fences? Your new vinyl white picket fence will look like the epitome of class by comparison. Even in nicer neighborhoods they can be just fine.
Bottom Line
Tackiness is in the eye of the beholder. Your neighbors will "behold" your fence every day, so make sure you aren't going too far afield from what everyone else has for their fencing. A nice, clean, well-maintained vinyl white picket fence can be a perfect choice and quite charming, in the right situation.
