It was a reflector. Before modern lightbulbs and battery powered flashlights, when a doctor needed to see the back of your throat the only way to shine a light there was with a mirror, hence, the shiny mirror attached to a headband.

It's a device closely related to a radar. It's actually a miniature radar. It was used to alter patients' perception so that the doctor could easily convince most of their patients that they were suffering from something that needed treatment. The device has disappeared for quite a while now. It's been taken off the market when the World Health Organisation informed governments of what they had discovered. So in order to avoid a scandal it was conveniently forgotten about. Some issues are best pushed under the carpet and left there! Not a lot of people know this!
