A unknotted cat o' nine tails with soft leather or cord thongs sounds just like what your looking for. A flat ping pong type paddle would work well, too. Both devices cause pain to a large area of the skin, so that the pressure applied per square inch bullwhip or cane.

Although not a flagellation device, a ping pong paddle is my favorite for spanking. A riding crop may be more of what you are looking for, depending on the sensitivity of the area of interest, they can be quite painful.
