It was written about a girl who worked with Elton's band as a 'roady' (maybe a groupie also since it was the 70's). I remember reading that she sewed patches on clothes, etc. Like the one's shown on Madman Across The Water Album cover...

Bernie Taupin, who is Elton's lyricist, wrote "Tiny Dancer" about his first wife, Maxine. The inside of the album shows a picture of her smiling where the lyrics are printed and the caption says, 'for Maxine'.
