Our HOA's proxy has small print that says if nobody is named on the proxy, it's assigned to the president. Is that standard procedure?

I'd say it's common. The idea here is to acheive a quorom, otherwise annual meetings have no legal value. Without a quorom, nothing can be done. I'd encourage you to attend the annual meeting in person or assign the proxy to someone with whom you share the same views.
