If its occupied then you may end up with many snails lining up at your door wanting their house painted as well..... :-D Snail shells are similar to finger nails, except higher in calcium carbonate are for the most part impervious to nail polish. It is 'safe' for the snail as long as you do not paint the lip of the shell, the lip is where the snail attaches itself and where new shell is grown. Shell itself is a 'dead' material, has no life and does not heal on its own. Folk who keep shelled critters will 'repair' cracked shells of the living creature with clear nail polish enamels. If these snails live in water, don't bother attempting to. by the time you dry the shell for the polish to take and wait for the polish to dry the snail will be dead, vacating his/her/its home for good.
