One example; Mahmoud Ahmadinejad has almost no support among Kurds whatsoever. Yet he claims he “won” 70 percent of the vote in Kermanshah. Which is a predominately Kurdish province.

Most likely. It's pretty hard to count fifty million ballots in...six hours was it? Actually I think they had the results before the polls actually closed, but they did a really fast 'recount'.

Rigging is a bad word. They were continuing a routine democratic practice. "Were the Islamic Democratic Traditions followed to perfection in Iran's election?" should be how the question must have been phrased.
