No, only if you are a State of Texas official requesting a Hotel Tax Exemption you must present a Photo Identification Card. However, hotels and motels are permitted by law to require a valid ID. There is no right to a motel room, while it is a public accommodation the owners have the right to know who is staying in their hotel. Most hotels and motels do require it for security reasons.
