I believe thin lips on a women is ugly but thin lips on a man is also not very attractuve but they can usually get away with it if they have other features that help give them more appeal such as: a good jaw line, nice eyes or great hair.

I don't believe ugly... it would take a LOT more than think lips for somebody to be ugly. I do think full lips are gorgeous though, both on men and women! I can't think of any examples-can't seem to recall any male lips!!
