The reference doesn't make any sense unless "Quach" is a variant of "Quaker." The Quakers had mills all over England in the 1800's grinding wheat and oats into flour, processing grains for animal feeds and the like. A mill worker could have all kinds of jobs depending on which department he wsa assigned to.
