No, it cannot. Standard-sized CD or DVD-ROMs won't even fit in the unit because it's designed for disks with a smaller physical size.

The Nintendo version cannot. However, Nintendo licensed the Gamecube technology to Matsushita/Panasonic who produces a combination Gamecube/DVD player, called the "Q". These units have only been released in Japan so far, and while it is possible to purchase an imported Q, they are hard to find, expensive, and will only play Japanese DVDs and Gamecube games (however mods are available).

If you buy the Panasonic Platinum GC then it has a separate slot for DVDs but it is no longer on generally sale, try eBay.
