There is never no reason. many police officers nation wide if feel threatened will and have the right to cuff a suspect for their own safety. In doing so they tell you why and inform you that it does not mean your under arrest but that is a way for them to keep things under control. Think about it. this person has been given the job to serve and protect and to apprehend those who break the law. When they arrive on a scene they do not know what is going to happen and they do not know who the people are. In order for them to do their jobs they have to take complete control over the situation until everything is settled.

Police will sometimes handcuff someone to control the situation. The police are often outnumbered when they walk into a situation and they don't know who is armed.
