No. It may not be bad grammar and bad it is bad usage of English. It should be just "as usual".

per and as have the same meaning here so it should be either "per usual" or "as usual" although "as usual" sounds better to my ear.

According to the Merriam-Webster dictionary, "as per" means "in accordance with" or "according to." So when you say "as per usual," you mean "according to usual." It is not improper grammar at all, but its origination dates back to 1782, so it is less commonly seen in the American English language. So say "as per usual" all you want and know you are doing so in grammar's good graces. :)

I think it sounds better when you say "as per the usual", but whatever floats your boat.
