  • It'd be a good safety precaution. And Volkswagens used to be able to do just that. But it would require certain modifications that most companies wouldn't want to make.
  • Check your history. The early VWs that came to the US were air-tight enough to float. There was an auto made in the 1950's (looked like a Sunbeam Alpine) that had props and did around 15mph in the water. Lots of restored ones around: http://www.amphicars.com/ For general production, there's probably a minuscule safety benefit, compared to the cost of making all vehicles float.
