It'd be a good safety precaution. And Volkswagens used to be able to do just that. But it would require certain modifications that most companies wouldn't want to make.

Check your history. The early VWs that came to the US were air-tight enough to float. There was an auto made in the 1950's (looked like a Sunbeam Alpine) that had props and did around 15mph in the water. Lots of restored ones around: http://www.amphicars.com/ For general production, there's probably a minuscule safety benefit, compared to the cost of making all vehicles float.
