I do not know off the top of my head, but I certainly think any such law would be unconstitutional in America. The Megan Meier story is certainly unfortunate, but the blame should be on Megan Meier's parents. The term "cyber harrassment" is an oxymoron. Computers are private devices completely at the control of the user. If you do not want to deal with someone, then simply block them.
