Sometimes we would go pee and find no toilet paper in stall, so we have to go and wait till next time we pee to wipe. When I find no toilet paper and I would wipe with my hand some of excess pee off then wash hands! Some girls smell bad if they don't wipe! Why get a rash! I've heard of girls that do not wipe all the time, they have some health issues.

If she's too drunk and has to pee to bad and there aren't any napkins of Kleenex in the the car then totally pee and don't wipe... Even if it does feel nasty (Or use your panties to wipe and toss them away after. Because that's a nasty feeling not being able to wipe after going pee!

Generally speaking, yes. There is left over urine around down there after peeing and we can't just shake it off. Now in some cases where there is no TP available like extreme wilderness adventures, I normally just let my underwear absorb the rest of the urine, it might be wet for a while, but its no biggie, urine is sterile, and if you just don't wipe once nothing is gonna start smelling, I just make sure to change my underwear everyday and take a dip in the lake to clean up, if no lake or stream available, wipe with moist wipes.
