Nobody knows 'who'. The first use of buttons in clothing was around or about 5 thousand years ago in Asia. 2800-2600 BC In Indus Valley. The earliest known being found at Mohenjo-daro in the Indus Valley. It is made of a curved shell and about 5000 years old. These buttons where just ornaments - they did not 'button up' anything, they were more like a pin that was sewn on permanently to the clothing. Buttons of that form reappear in Early Greek and Roman culture - again not as a fastener, but as a pretty gew-gaw. Functional buttons with buttonholes for fastening or closing clothing appeared first in Germany in the 13th century. They soon became widespread with the rise of snug-fitting garments in 13th- and 14th-century Europe.
