  • Simply put ... no, you do not. Life is unfair, as are "rules". There are often exceptions granted to the privileged few. You will find yourself excluded from this group for most of your life. ;-)
  • No, and i'm not sure they "allowed" him to get it, he probably just did and they don't have grounds to evict him if nobody has lodged complaints about the dog.
  • The thing is that there are things you don't know and can't find out legally. For instance, there are health issues that are private and unseen. That could be a factor. Some exceptions are made because of an enormous deposit. That would be between the tennant and the landlord. Some folks are "grandfathered in." It may simply be that your neighbor is breaking the rules and has not been caught or evicted yet.
  • Does the apartment complex claim they're pet free? I once lived in an apartment that wouldn't allow pets, however, working in an animal shelter I used to sneak small animals in when I was fostering all the time. I remember talking to the staff about their stupid rule, and they told me they couldn't make exceptions for me as a fosterer because some people choose to live in a pet free environment because of severe allergies. So, I guess if they claim to be, and advertize as "Pet Free" then you could possibly have something to argue about. However, I would determine whether the dog that lives there isn't a service dog first.
