In the comics, Barbara was Jim Gordon's daughter. She started out as a librarian and eventually became a Congresswoman.

Hate to sound like a geek, but here's how I read it: (at least according to Frank Miller in "Batman: Year One," Gordon's first wife's name was Barbara. When she died, he remarried, this time to a woman named Sarah, and named their daughter Barbara after his first wife. There may be other versions out there; these guys change continuity like I change my socks!!!
