  • Yes they can. HOA board members are elected to make decisions for the benefit of the members -- for any number of tasks (e.g, exterior repairs, landscaping, trash removal, etc.). They cannot be expected to formulate a consensus among the HOA members without hobbling their ability to get anything done. I have served as an officer of an HOA, and it is indeed a thankless job with which at least some members are ALWAYS dissatisfied. Sorry, but that's the way things generally work.
