First, she needs some blood work to see if she has an issue with either her thyroid or her pituitary gland. Either can cause excessive weight gain in girls. The thyroid issue is easily addressed with synthetic hormones. A mass on the pituitary gland will have to be removed and biopsied.

if its not the thyroids then she just needs to learn how to control her portions and get active, depending on how tall she is and her healthy weight if she is determined she could be at a healthy weight within a year..

Safe weight loss is between 1/2 to two pounds a week. If someone is very overweight they will lose weight faster in the begining. Why don't you try to find activites that the two of you can do together. That will make exercise more fun.

How long it takes is determined by how hard she works. It sounds like she needs to change her diet and get on an exercise program. Not strenuous exercise, but somethng the will keep her moving and off the sofa.

im 13 as well and weighed around 185 (but at 6'3 it didnt look AS big)i played football a year and now im perfectly happy
