No....multiple accounts by one user is allowed, but frowned on in general by members.

If you are aggressively cheating and get caught, the CL might be able to ban you, but for the most part, it is a very low priority.

I don't know of any penalty but fail to see a good reason to do so. All points made by the puppet can't be merged. all good answers comments and questions can't be merged. Sounds like unless you want to go around and down-rate or be hateful and be able to not let anyone know it is you would be the only possible reason to have one. Sounds kind of wasteful to me.

No penalty for a sock puppet account. But if anyone uses their accounts to cause mischief or to help rate themselves up then they should be prepared to be Penalty Boxed or even banned outright. It's happened quite a few times.
