Here in NZ its illegal to sell liquor to anyone who is intoxicated, but it happens anyway because that's where real money comes from: dumb drunkards.

They should be somewhat responsible, as in they shouldn't continue to serve someone visably drunk. But I've seen people drink outrageous amounts of alcohol and not appear to be that intoxicated. And if there's more than one bartender, each one might have no clue as to how many drinks one person had. Most bar owners give their staff training as to when to cut someone off, but they can't be held fully responsible for a person's actions, since a person can drink beyond their personal limit without the bartender knowing. If a bartender served a person that was falling down, slurring their speech, falling asleep, etc., then they bear some responsibility in any possible problems. But until you're at that point you are responsible for not doing something stupid or dangerous, not the person making your drinks.

I think they should be somewhat responsible. I was a bartender in New Orleans and there were people I refused to serve alcohol to, even under direct orders from my boss to serve them. He would fire me every 3 or 4 days for it, then forget about it by the time my shift was over. :-)

They are very responsible. They're called Dram Shop Laws.
