Which country has the greatest percentage of its population in prison?

    At the end of 2003 the USA was the country with the highest prison population with over 2 million of its citizens behind bars. This equates to 701 prisoners per 100,000 citizens.

    Technically, though, this is second to Rwanda, where over 100,000 were arrested and held over suspicion of their participation in the 1994 genocide. So Rwanda is the world leader in terms of percentage of population in jail, with an astonishing 1382 jailbirds per 100,000 citizens.

    The UK, not to be outdone, has the highest relative prison population in Europe, with 141 ne'er-do-wells in the slammer for every 100,000 law-abiding citizens.

    I'm pretty sure China would top that list, but their statistics are a 'state secret' so we won't know until the communist regime falls... Many people are arrested for no reason, as police don't even need to give one and when human rights groups protest they just give some phoney charge like 'subversion' or 'traffic offence' as the reason for arrest.
