Why does the Moon appear to be brighter than Venus in the night sky, when the Moon only reflects 11% of the sunlight it receives, and Venus reflects 60%?

I think it only appears brighter because it is closer. Also maybe it has to do with Venus' atmosphere reflecting the sun in multiple directions. Just speculation though. I am a biologist not an astronomer :).
