I dont think so. Heat relaxes muscles. Twitch is a type of sudden muscle contraction, usually induced by a severe, sudden stimulus(cold being one of them, causing shivering and goosebumps)

Under what circumstances? Unless the nerves in your body are "hyperexcited," due to injury, or unless you have some neurological or neuromuscular disorder, generally heat (esp. moist heat) is used to soothe and relax muscles. It dilates the blood vessels, allowing the circulation to flow, releasing the lactic acid and lymph fluids from tight, tense muscles as it flows out into the bloodstream. Steam does the same thing except in a more subtle and non direct way. It also opens the pores in the whole body and heats the whole body, causing ovrall vascular dilation, as well as sweating, with releases water along with toxins.
