Is a library required to shelve every book ever written forever, or is OK for a library to take older books off the shelves that hasn't been checked out for years to make room for the newly published books?

They do it all the time. That is where library book sales come in. They sell the books to help raise money for the new crop.

The library I go to takes the older books off the shelve and sell them to make room for the newer ones. I've bought a few of them myself.

I think it is up to whomever "runs" the library, to handle content.
