No, but it is usually easy to get more corroborating evidence once you have the power bills.

Laws vary world wide ... here in Canada, the power bill leads to a warrant for power monitoring ... then, once the exact power usage has been observed to be for the obvious "grow lights", then a second warrant WILL be issued for a full search ...

Are you a cop? I think only cops are allowed to get search warrants. What makes you think someone has a grow room? You didn't open someones mail (light bill) I hope. That is a federal offense.
