No, but it is sad. Mostly guys do this, and it obscures the view of their butt. (Sometimes that's a blessing, though.)

No, as long as all the important parts are covered, there is no reason to make it illegal. It is still pretty ridiculous looking, though.

it absolutely should. there is no need to wear clothes that a family of four PLUS the dog can fit into with room to spare. It is very disrespectful, not only to the wearer but to the rest of us who are subjected to this indecent exposure.

Are you exaggerating when you say around the knees? A lot of people sag, and it's harmless, so I don't think it should be illegal.
