In a word ... NO! At least not without passing an amendment to the HOA by-laws to accommodate a person who has absolutely no interest in the properties involved (a very bad idea). Why would such a person volunteer their services without having some sort of ulterior motive?

Check your CC-R's. When my condo association started, the builder had "super votes" and the company exercised their votes through an employee.
