  • Like...no. Marrying, in all countries, is a legal matter. You have to do a course, and be recognised by the government you live under. In some countries, most celebrants are ministers of religion, who are given the right to legally marry by the state. In others, the state alone retains the right to legal marriage, so, those wanting a religious ceremony do so after the official one at the town hall. Each country, and state has its rules. Contact the nearest authority to you and see what their criteria are. Then you have to fulfil those criteria, and wait to be given a licence.
