  • In Europe a couple of centuries ago, animal population went unchecked, and a result, the number of "cats and dogs" increased rapidly. Cat and dogs were probably the most popular pets, and protected by their human masters, which only spurred the population growth higher. When it started raining, they said it's "raining cats and dogs" because there was just so much rain, exaggerating the population of cats and dogs while at the same time expressing the violence of the weather.
  • I have another explanation unfortunately not very nice. I read that in Victorian England when it rained the streets would get flooded, drowning the cats and dogs. People saw all these cats and dogs dead in the street, hence the term.
