Yeah, you can give points back to make the number equal 6. For example, if you gave three... you can add three more to the plus button.

only the difference so if you did +2 and can now do +5 you will only add +3

Yes. But I believe the difference is what really counts in the overall score. For example, if you have already given a question or answer a +4, and later given it a +6, only 2 points would be added to the user's overall score (since the four points had already been added before).

It works for rating it lower too. As mentioned, you don't actually rate twice, the difference between what you rated the first time and at your new level is added.
