I often hear that the difference is that in democracies the majority rules, like in creating laws that all must follow, like liscencing, whereas in a republic the individual is the sovereign, and can run free so long as he does not infringe on others sovereign rights.

Yes, but that individual can be voted out of office if the people don't like him. In an undemocratic country that person is in cahrge until death or retirement.
