If you off some neighbors to take their dogs for a walk, something between nothing and the equivalent of a parking ticket. It's all about timing and light. If nothing else, you can buy some doggy pick-up gloves, go on a pick up spree, and start tossing. Works well with SUVs.

He could be arrested for indecent exposure, which is considered a sex crime. I have seen it happen to military members. :)

At worst having to use your sleeve if you forgot toilet paper, or a leaf if yoour lucky, and happen to be doo dooing under a tree. At least you weren't caught, cause then you'd probably be in trouble. ;'
