Is there a way to rent a car from my city, to drive to another city, then come back and drop off the car at my city? They all seem to be to and from airports.

yeah, it's called a standard car rental. just rent it in your town, tell them how many days you will need it, drive it wherever you please, and bring it back when you said you would. be sure and check their math on the number of days you have the car in your possession. they usually try and cheat themselves out of a day :) also just watch for applicable mileage charges.
