If alcohol consumption impairs judgment, how can a drunk be expected to not drive? Shouldn't there be cages for them or something?

The drunk isn't expected not to drive it is expected by today's society that when you are sober making plans for the evening out, knowing you will be drinking that you also make plans to be in a car as a passenger not behind the wheel, and that the driver of the evening will not be drunk at the end of the night. However what ppl fail to see is that most ppl go out for an evening not intending to get drunk and therefore find themselves behind the wheel of their own car, drunk, because they did not make arrangements for a driver that they did not anticipate they woud need. Does that make sense?....it must cuz it is too early for me to be drunk. lol
