    Depends on terms and conditions, if any came of it you'd probably have a few warnings and then get banned. But illegal is against the law, so I dont know if it is illegal. It also depends on the country!!

    It's not a legal matter as much as it is a policy matter. Unauthorized advertsing is "spamming". Spamming the site will result in the material being deleted and a trip to the Penalty Box. Worst case scenario, your account would be "nuked".
