    The best way is to make a file on your PC specifically for the photos you want on your Ipod. Then when you connect your Ipod to your PC click on the photos tab. Click on the box Sync photos from: then on that rectangular box to the right, click on choose folder. Then locate the folder on your PC that you placed the photos in. Then sync your Ipod. That should do it.
