It varies from state to state, but in general, the right to vote is revoked while the felon is "in the system". Once the felon serves their time in jail, probation and parole the right to vote is returned. If this applies to you, verify with your Secretary of State for specifics.

In Kansas, no. Unless they have their felony expunged, which cost quite a bit of money and can only happen after a certain amount of time has passed.
