usually it would be the origin of the wind. when the weather man says northerly wind it will come from the north and not blow towards north.

By universal convention, it's the direction the wind blows FROM rather than TOWARDS. For example, 'the wind is out of the west' means it's blowing west to east and would be called a western or westerly wind.
