ok in dell system with xp the keys to get to bios page are f2 then to reset defaults they are f9 enter and f10 enter before continuing remove ALL discs from drives / if you have one of those old floppy drives unplug it!!! unplug ALL devices that can store files / external dvd /cd burners are ok / as long as no discs are in them / printers are ok to leave try this shut down system wait at least 30 seconds start system immediatly after pressing power on start tapping f2 key // keep tapping until screen changes and you should be at what is called the (c-mos / or bios page) press escape at first if you see a little window / say no / get it out of your face / ok then press f9 (yes) enter /// then f10 (yes) enter / this should reboot your system normally / you may have to answer one page // start windows normally (enter) /// this should iron out your reboot issue // with those old floppy drives (i still use one) to save my (bookmarks/favorites)) before rebooting you can not leave them plugged in, regardless of if the disc is in it or not. unplug that old floppy (if you have one) before rebooting
