  • First of all, the charge is usually only no PROOF of insurance. You can't really get that dismissed. You either had proof, or you didn't. You might try to get it reduced, but I doubt you'll have much luck without an attorney. As always, consult with an attorney, as I am not one.
  • It is possible to have such a charge dropped if you can prove to the court that, at the time you were issued the ticket, you indeed had insurance. I was pulled over about a month and a half ago...I pay my insurance in 6-month intervals going from Jan. to June and July to Dec. It was maybe a week into July and I had forgotten to put my insurance card in my glove box (dumb*ss). Well, I received a ticket for no proof of insurance. I called the courts, got their fax number and faxed a copy of it. The charge was immediately dropped and I did not have to pay any fine at all.
