Two things you can do that cost nothing and should help a lot are to join a choir and go to the library. Maybe the internet would also have some useful stuff, I don't know.

You need to breathe from your diaphragm. This is how you naturally breathe when your sleeping. Young children also tend to do this naturally. Your stomach should expand with the inhale, but your shoulders and chest should not rise. It can be helpful to lie on your back and do this. Lie down and watch your stomach rise and fall. Then try to do this standing up:) Another thing you can do is touch your toes and breathe. Once you have taken a breath correctly, you need to engage your stomach muscles to push the air out slowly. You can put your hand just beneath your rib cage in the center and push against your hand. Use your lower abdominal muscles too. It is a hard thing to learn that will not come overnight and that will require practice. This is just a shortened version of what you can do without a voice teacher. Good luck!
