Well, if he was floating upside down then he is most likely sick or has an infection. And I think it's perfectly normal for the goldfish to stay at the bottom of the tank. It probably just needs to get used to the tank again, since he was in another home for awhile.

High pH is NOT the problem with those symptoms. Your water sounds like it is toxic. Change the water 60-75% or more(don't forget the chlorine-chloramine neutralizing water conditioner)or put him back in the tub-which was probably new water and not the toxic tank. You need to find out what happened ASAP. Get test kits for ammonia and nitrite or have the aquarium store do the tests. Ammonia is a usual cultprit, or later in the cycle, nitrite.
