While you are waiting to repaint and refloor you might want to set out some saucers or bowls of vinegar. For the first day or so you will smell a slight odor of vinegar but after that you won't notice it and it will absorb the room smells.

You may want to set some activated charcoal around the house as well. Activated charcoal is the ultimate refrigerator odor eater (hundreds of thousands of times more effective than baking soda just because it has such enormous surface area), so it may absorb some of the smell in the house as well. But yes, getting rid of the carpets would be the single most significant move to get rid of the cat smell.
