What is the best software to use to create newsletters? By the best I mean the easiest and most user friendly, especially for someone who doesn't want to spend a lot of time learning new software?

If your newsletter is printed in full pages that you staple together you can use any word processor. There is a good free one that is compatible with MS Word in Open Office: http://download.openoffice.org/

You can use Microsoft Publisher. However its not free unlick open office. You are better downloading open office free of chnarge from the following link: http://download.openoffice.org
