I wouldn't say it's normal exactly, most people have lost the majority (if not all) of their baby teeth by that age. I do know somebody who had to have baby teeth removed when they were about 12 because they were showing no signs of coming out by themselves. The best thing would be to make a dental appointment for him... only a trained professional can examine his mouth and say for sure what's going on and what treatment (if any) he needs.

It's because he's growing slow. I wouldn't say it's normal because it's not, but it's nothing to worry about. Boys have a longer growth spurt that starts later so in their teenage years boys might have issues growing.
