No, they are made in factories, but you can make them at home and I've added recipes here on AB on how to make 4-5 different kinds at http://www.answerbag.com/q_view/866156 They really do taste like the Girl Scout Cookies you buy only better because the ingredients are all good and you can make them all year:-)

When the Girl Scouts were newly formed until about oh the 1930's - they were homemade. After that commercial bakeries were picked to do the massively vast quantities for the various councils. They're "Commercial Bakery" made which is different than a "Factory". Many of the bakeries are old timers on the Girl Scout list.
